1930-40's Brass Tractor Trailer Belt Buckle

Description

I'm guessing as to age based on unit. Upper left hand corner has a design that looks like a tire with wings. Anybody know who/what it refers to? Itsy bits of oxidation in the creases. 3-1/8 x 1-13/16" with a deep brass patina. No maker's mark.
